Staff and students at Cuddington Croft Primary had reason to celebrate when the latest SAT results revealed that the school ranked within the Top 10 in the county.

The Department for Education Performance Table for Key Stage 2 2023 SAT results showed that the school – which is part of the GLF Schools Multi-Academies Trust – was among the 10 highest performers out of 476 Surrey schools, according to the combined percentage of children attaining the expected standard in Reading, Writing and Maths.

“This is a really impressive achievement, considering the size of county and number of schools in Surrey,” said Mike Skelton, who is Head Teacher at the school. “If there was a table for combined greater depth scores, Cuddington would have been in the top three.”

“Cuddington is proud to be a consistently high achieving school,” he continued. “Post-covid, this is the first results published, so we are proud they continue to be this high, despite the disrupted learning caused by the pandemic.

“It shows the hard work of the staff from Nursery to Year 6 to enable the children to be successful and achieve their highest potential.”

Staff and parents alike at the school were delighted with the results.

“The staff were extremely proud of the hard work and dedication to support the children to achieve the results they did,” added Mr Skelton.

“A parent of a child in that cohort said: ‘It really is amazing. It makes us so proud of our child and the school. It has given our daughter the best possible start to secondary school.’

“Well done to all the children and all the staff for their hard work.”

LibDems in the market for power in Epsom and Ewell?

In a surprising turn of events in Epsom & Ewell, Liberal Democrat Leader Sir Ed Davey MP made a noteworthy appearance in Epsom Market last Saturday, marking the launch of Parliamentary Candidate Helen Maguire‘s 2024 election campaign. Maguire has emerged as the first candidate from the major political parties to kick-start her campaign in the constituency, which is currently under the Conservative stronghold of Chris Grayling MP.

The upcoming election, however, presents a unique scenario. With Grayling stepping down, the Conservatives facing a decline in national polls, boundary changes, and a revitalized local Liberal Democrat party, the battle for the next Epsom & Ewell MP is shaping up to be a two-horse race.

A recent YouGov poll, commissioned by the Daily Telegraph, surveyed 14,000 voters nationwide and has added a new layer of intrigue to the contest. The poll indicated that the Lib Dems in Epsom & Ewell are marginally ahead of the Conservatives for the first time in many years, leaving Conservative MPs with a gloomy outlook and fueling speculation of a potential general election defeat.

Helen Maguire, a former Captain in the Royal Military Police with service in Bosnia and Iraq, is also known for her charity fundraising consultancy, which has raised over £1 million for charities across the UK. She recently earned the British Empire Medal for her work and management of the project to rebuild the Claygate Pavilion after a destructive fire.

Maguire’s campaign is centered around key issues such as the cost-of-living crisis, environmental concerns arising from sewage dumping in the Mole and Hogsmill rivers, and support for the Epsom & St Helier Health Trust’s efforts to construct a new critical emergency hospital.

At the campaign launch in Epsom Market, Ed Davey expressed confidence, stating, “I’m here because I think we can win this seat. I think the people of Epsom & Ewell, indeed people across the country, want to get rid of the Conservatives for they have failed our country. Whether it’s the cost of living or the health service, they’re not listening to people. They are so out of touch, and I think people want change.”

Maguire emphasized the Liberal Democrats’ ‘Fair Deal’ promise, advocating for a fair, prosperous, and innovative economy that promotes opportunity and well-being. She envisions a strong economy as the solution to the cost-of-living crisis and a means to provide quality public services for Epsom & Ewell.

The “outdated” underfunding of Surrey’s police is “unfair” to residents  according to the May 2021 elected Conservative Surrey Police and Crime Commissioner Lisa Townsend

The Government announced its funding for police forces in England and Wales in December saying they would receive £18.4 billion – up  £922 million on the previous year. But the way that money is divided has meant some areas received significantly larger shares than others, prompting Surrey Police and Crime Commissioner Lisa Townsend to write to the Government.

Surrey’s funding will be £308.7m in 2024/25, an increase of up to £17.3m when compared to 2023/24. Her letter, to the minister of state for crime, policing, and fire, Chris Philp, was seen by the Local Democracy Reporting Service. It read: “Whilst being thankful for the additional resources that have been made available to policing, I am concerned about the way these have been allocated. 

“Once again rather than being allocated in proportion to costs incurred i.e., for pay linked to headcount or payroll costs, these grants have been allocated using the outdated formula grant model. This is a particular issue for Surrey where only 45 per cent of our total budget is covered by grant compared with over 80 per cent  in Northumbria. This means that Northumbria gets 77 per cent  more of the additional pay grant for the same level of cost compared to Surrey.

“I did write to you about this when the pay grant was originally announced, and you assured me that the allocation method would be changed but so far this has not happened.”

In Autumn 2021, the Government announced it was to review how funding was distributed. It has since been engaging with the police sector to determine policing demand and the impact of local factors on forces. Two and a half years later that work remains ongoing with the Government saying the existing model remains the fairest way to allocate core funding to  maintain officer numbers and avoid financial uncertainty.

A Home Office spokesperson said:  “Our priority is to deliver a robust formula that allocates funding in a fair and transparent manner, ensuring that police have the resources they need. So far, a total police funding settlement of up to £18.4 billion in 2024-25 has been proposed and Surrey Police is receiving up to £308.7m. “We have engaged closely with the policing sector on an evidence-based assessment of policing demand, and the impact of local factors on forces. This work remains ongoing.”

Lisa Townsend said: “In December last year, I wrote to the policing minister in response to the settlement for policing which included the recent pay award for officers funded by the government. Our policing teams go above and beyond on a daily basis to keep our communities in Surrey safe and this pay award was richly deserved. I believe it will help in Surrey Police’s efforts in a tough employment market to recruit and retain police officers against a background of rising costs and better paid jobs in the local area.

“However, in my letter I did raise concerns about how these additional resources have been allocated using the current funding formula. This model is outdated and remains unfair to the residents of Surrey. We receive proportionately the lowest level of formula grant in the country meaning we will receive a smaller grant to cover the pay costs compared to other forces.

“Throughout my term as Police and Crime Commissioner, I have been committed to fighting for fair police funding on behalf of our residents and I will continue to lobby government for a change in the current formula.”

You don’t need to read or watch the historical romantic drama set in the British Raj epoch in India by Ruth Prawer Jhabvala. The Chalk Pit off College Road Epsom has been the source of noise and dust generated heated debate in Epsom and Ewell Council for years.

Conservative Councillors for Horton, Bernie Muir and Kieran Persand, in July proposed the following motion to full Council:

“That this council mandates officers to install professional noise measurement equipment around the Chalk Pit site in College Road, Epsom, to leave that equipment in place for a minimum period of three months, and to respond to any breaches of noise regulations on the site with the imposition of a noise abatement order on the landowner and any identified operators responsible for the excess noise.”

The full Council referred the matter to the Environment Committee to resolve.

The Chalk Pit site is the centre of a fiendishly complex plot of overlapping planning laws, regulations and three different law enforcement authorities: The Environment Agency (EA), Surrey County Council and Epsom and Ewell Borough Council.

In a detailed report to Councillors of the Environment Committee of Epsom and Ewell, sitting on Tuesday 23rd January, officers attempted to explain.

Here is a summary of that report:


Background:

The Chalk Pit site in College Road, Epsom, has been used for light industrial purposes for around 40 years.  Businesses operating at the site include Skip It, Reston Waste, and a coach company, among others.  Noise and dust emissions from various activities, such as trommel processing, materials handling, and vehicle movements, have led to increased complaints from nearby residents since 2021.

Complaints and Regulatory Responsibilities: 

Prior to 2021, complaints were minimal, but they increased significantly in recent years.  Regulatory responsibilities involve collaboration between the local authority, Environment Agency (EA), and planning authorities (Surrey County Council  SCC and Epsom and Ewell Borough Council  EEBC). 

Complaints related to EA regulated processes are directed to the EA, while non-regulated sources fall under the local authority’s jurisdiction.

Council’s Response to Complaints:

The council’s Environmental Health service conducted an extensive investigation, involving in person monitoring, remote monitoring, and the installation of CCTV.  Despite the intensive investigation, a June 2022 assessment did not provide sufficient evidence to issue an abatement notice. A renewed effort in October 2023 identified a specific nuisance related to a particular piece of machinery, leading to the issuance of an abatement notice.

Enforcement Actions:

The council issued Community Protection Warning Notices to the landowner and various users, mandating specific actions.  Legal steps included a notice requiring a skip company to cease operations on the site.  Ongoing monitoring will determine compliance, potentially leading to further enforcement, including prosecution.

Financial Implications:

The investigation has incurred costs of £5,600. Potential future costs for further investigations, legal proceedings, and appellant expenses may reach £140,000.  The council is exploring funding options within existing budgets and may seek additional funding from reserves.

Professional Opinion and Future Actions:

The report suggests that despite previous efforts, there was insufficient evidence for an abatement notice until October 2023.  Ongoing construction may impact noise levels, but relevant planning conditions could help control noise.  The burden is on the council to demonstrate statutory nuisance, and further evidence may be required for potential legal proceedings.

The report recommends that the Council continues to monitor and take necessary actions to address the noise and dust issues at the Chalk Pit site.


Cllr Muir opened the debate: “I’m alarmed that there is even a suggestion of walking away from funding and monitoring the Chalk Pit against the recommendations of the last Environment Committee and the previous Strategy and Resources Committee. The Chalk Pit site has now increased its activity with another major operator, Reston. Skip-it has not yet completed their building, with major doubts that the building will stop the problems. Anyway, there is still nuisance noise and potential hazard of dust. The Environmental Agency stipulates this operation needs to be enclosed to protect residents. Also, no building will address the noise and dust of skip and truck movements, which is excessive given the massive exponential rise in truck movements. Residents still complain about noise experienced outside permitted hours, starting any time from 5:30 in the morning. It is inevitable that noise will continue.”

She added: “On a personal level, I would not be able to live under these conditions and that they have been subjected to for the last three years. I have sat in on all the borough meetings, which thus far have done little more than kick the can down the road.”

Cllr. Steven McCormick (RA Woodcote and Langley) said: “the Chalk Pit situation is something that I’ve been involved with, and fellow councillors and I have been involved in trying to find a resolution for a significant period of time. It gets bounced around between the different agencies, and there is no light at the end of the tunnel for our residents, which is deeply upsetting.” He added: ” We are primarily a Resident Association Council; we are driven to support our residents and represent our residents, and if we don’t do this, I think we would be failing significantly in our duty.”

Cllr. Julie Morris (LibDem College) said: “It’s a complicated situation, not helped by years of everybody trying to dodge the bullet, really. But we do understand, I think, that the Strategy and Resources Committee are taking the planning breaches quite seriously now, which is good news. There is now light pollution to add to the noise and the dust, isn’t there, because of the various hours of operation and some hefty bulbs that they use to be able to see down there. We can’t just not do anything.”

The debate continued with detailed discussion of the nuisances complained of and the financial implications of the costs of enforcement.

After a lengthy and at times heated debate the Environment Committee finally resolved to “Submit a request to the Strategy and Resources Committee of the Council that funding be allocated from limited Council reserves to instruct external noise consultants to conduct a fresh investigation based upon the activities on the site and that significant complaints continue despite the buildings being constructed and commissioned. It is anticipated that further investigations may require a substantial financial commitment of taxpayer’s funds of up to £140,000”.

Local A&Es stretched in the cold snap

More than a thousand people visited one of St George’s, Epsom and St Helier’s emergency departments (EDs) on Monday, as demand for care soars. 

It was the busiest day this winter, placing extreme pressure on services – which only continue to rise. 

Demand typically rockets when temperatures plummet – often in the days following a cold snap – and this week has been no exception. More than 100 extra people visited one of the EDs compared to a normal Monday.  

There has also been a spike in the number of very poorly people arriving at hospital in recent months, meaning a rise in those requiring specialist and complex care.  

Dr Luci Etheridge, Chief Medical Officer for St George’s, said: “Our hospitals are stretched, and we are under extraordinary pressure. 

“Our priority is to ensure our sickest and most seriously ill patients – of which there are many – receive the care they need. And while we are doing everything we can to provide that care against a backdrop of pressures, the public can also play a significant part in helping us by using NHS 111 online if they need urgent health advice.” 

Dr Beccy Suckling, Chief Medical Officer for Epsom and St Helier, said: “It’s a common misconception that going to an emergency department when it’s not an emergency means you’ll be seen more quickly. You will, in fact, be waiting longer, and could even be redirected for care. 

“When it’s not an emergency, NHS 111 online can signpost you to the best place for care. But prevention is just as important – and one of the best ways you can protect yourself and others is by getting vaccinated this winter. It’s not too late to get your flu and Covid jabs, and if your child hasn’t had their MMR vaccine to protect against measles then I’d strongly urge you to look at that, too.” 

If you need urgent medical help, NHS 111 online should be the first port of call. This is a 24/7 service that can direct people where to go for care. Pharmacies, meanwhile, provide advice on minor illnesses such as colds, coughs, and earache. 

It’s important that people continue to call 999 or go to an emergency department when it is life-threatening. 

Vaccines help stop the spread of winter illnesses, as does washing hands regularly with soap and water. 

Measles cases continue to rise across the country, and parents are being urged to book their children – including teenagers and young adults – in for their missed measles, mumps, and rubella (MMR) vaccine at a GP. Measles is a serious illness, with one in five children who get the disease admitted the hospital for treatment.

Surrey Police all clean in the wash

In January of last year, the Home Office asked all police forces to submit details of all serving police officers, staff and volunteers in order to check them against the Police National Database (PND) to identify any areas of concern that may have been missed and warranted further investigation.

To be as transparent and thorough as possible, Surrey Police also took further action than those mandated by the Home Office, which included checking all employees against its own police records management system.

Of the 4,593 individuals that were cross-checked, one officer and one staff member were flagged as requiring a vetting clearance review and one staff member was flagged for a management intervention.

None of the individuals who were identified required further criminal or disciplinary investigation as a result of the integrity screening exercise.

Head of Professional Standards, Superintendent Andy Rundle said; “The work that was carried out, not only across Surrey but across all forces in the UK, will help to ensure that the correct checks and balances are in place and that the Force is seen as an open and transparent organisation which is fit to serve its local communities and where employees can also feel safe and supported.

“The large majority of our officers and staff are professional and a credit to the Force. However, it is essential that we deal robustly with those who do not meet our high standards or compromises our integrity.

“We have invested in a comprehensive programme of cultural change towards challenging, reporting and tackling unethical or unprofessional behaviour. This included every officer and staff member under-taking mandatory training and plenary sessions in abuse of position for a sexual purpose, gender and racial bias.

“We also have a confidential internal anti-corruption reporting tool ‘Anonymous’ which encourages colleagues to report anything concerning them to us in a safe and supportive manner.

“While the number of individuals identified as part of the data wash is low, we are not complacent and remain determined to root out any individual not fit to serve the county and its communities, as part of our commitment to ensuring that Surrey is not only safe, but feels safe.”


Maintaining business standards in Surrey

Residents are encouraged to do their research and always look for reputable and recommended tradespeople before having any work done on their property. 

Buckinghamshire and Surrey Trading Standards is pleased to announce a partnership with United Knowledge Ltd to provide its ‘Trading Standards Approved’, trader’s scheme. 

The collaboration marks a significant milestone in the efforts to enhance consumer protection, promote fair trading practices, and ensure businesses in both counties adhere to the highest standards of excellence. It will also enable trading standards to support residents who are scammed or targeted by rogue traders by supplying a safer choice. 

UKTSA offers a list of local businesses who have each given a commitment to trading fairly.  

The scheme aims to support both local businesses and consumers, providing honest traders with a way to be identified and therefore stand out from the crowd.  

From February 2024, residents will be able to find a Trading Standards Approved trader, introducing an added sense of confidence with the reputable accreditation.  

The scheme is able to include a diverse range of trades and businesses, whether consumers are in search of a trustworthy plumber, pest controller, landscaper, electrician, or any other contractor.  

The partnership between Buckinghamshire and Surrey Trading Standards and UKTSA is aimed at creating a more transparent and trustworthy marketplace for businesses and consumers. Through the implementation of rigorous standards, and continuous monitoring, both counties will be able to identify and address any potential issues or breaches of trading regulations promptly. 

Councillor Kevin Deanus, Cabinet Member for Fire and Rescue and Resilience at Surrey County Council said: “Our Trading Standards team is committed to protecting consumers and supporting legitimate business in Surrey. Honest businesses are also victims of rogue traders when their trade is linked to dishonest practices and their reputations tarnished. This collaboration will strengthen our ability to protect consumers and support businesses in our counties. Together, we can ensure fair and ethical trading practices, enhance consumer confidence, and contribute to the growth and prosperity of our local economies.”

Trading Standards always advises residents to get a range of quotes from reputable traders through trustworthy sources such as the new Trading Standards Approved trader’s scheme. The scheme gives people access to a list of reliable traders that have been vetted and approved by to ensure that they operate in a legal, honest and fair way.”  

Residents who have experienced problems with tradespeople or companies to report it to the Citizens Advice consumer helpline. The helpline takes all enquiries on behalf of Trading Standards across England and Wales and will pass your report to the relevant Trading Standards team.

Conservatives adopt new contender for Parliament

Epsom & Ewell Conservative Association has announced that Mhairi Fraser has been selected as the Conservative Parliamentary Candidate for Epsom & Ewell to fight the upcoming General Election, with current MP, Chris Grayling standing down.  

Mhairi is an anti-corruption lawyer at an international law firm in the City, specialising in bribery, fraud, money laundering and sanctions, and also undertakes a range of pro-bono work, including representing a Nobel Peace Prize winner facing persecution from a foreign government. Prior to starting her legal career, she spent several years working in Parliament for the Conservatives, and stood as the Conservative candidate in Epsom West in the Surrey County Council elections in 2013. She has previously lived and worked in various other countries, including Hong Kong, Singapore, Thailand, the United Arab Emirates, and Sweden.

Mhairi has been local to Epsom and Ewell since 2007, with her three siblings attending Glyn and Epsom College. While at university, she worked part-time at Leatherhead Food Research and the Marquis of Granby, and has also volunteered for the radio station at Epsom Hospital. 

Mhairi is passionate about tackling the mental health crisis and has undertaken various physical challenges – including an 80km non-stop walk across the North and South Downs – to raise money for mental health charities. 

On the selection of Mhairi, Chris Grayling MP added “I’m really pleased that my successor has got such local connections and is committed to the area that I have proudly represented for the last 23 years. Mhairi is a very impressive and determined woman and I think if elected, will make an excellent constituency MP”.

Something special for Surrey athletes

Special Olympics Surrey Athletes Gear Up for Inaugural National Winter Games. In an exciting development for Special Olympics Great Britain, the country’s leading sports training and competition provider for individuals with intellectual disabilities, the spotlight is on six talented athletes from Special Olympics Surrey. These exceptional individuals are set to represent their region at the upcoming inaugural National Winter Games organized by Special Olympics GB.

The event, scheduled to unfold in Folgaria, nestled in the picturesque northern Italian region of Trentino-Alto Adige/Südtiro, will feature alpine skiing and figure skating competitions for athletes with intellectual disabilities. From January 27 to February 3, the participating athletes will showcase their prowess on the icy slopes and the glittering rink.

A total of 73 athletes hailing from England, Scotland, and Wales will participate in the Special Olympics GB National Winter Games, and among them are the six accomplished athletes from Special Olympics Surrey:

Colin Dyer, Chief Executive of Special Olympics GB, expressed his enthusiasm about expanding their competition calendar with the introduction of the National Winter Games. He highlighted the transformative impact of national and international events on athletes, inspiring them to develop life skills and make positive changes, supporting their independence and career growth.

Special Olympics GB is extending its gratitude to Special Olympics Grampian club for their dedicated planning efforts as the host club. Additionally, Inclusive Skating has been recognized as the delivery partner for all figure skating events. The Ski Company and Alpe Cimbra are providing crucial support to ensure the success of the National Winter Games.

Dyer emphasized that this competition will play a pivotal role in selecting athletes for the subsequent Special Olympics World Winter Games, slated for Torino, Italy, from March 8 to 16, 2025. Team Special Olympics GB will be represented by eight alpine skiers and two figure skaters, marking their return to the global stage since 2017.

Across England, Scotland, and Wales, Special Olympics GB’s impact is evident, providing regular sporting opportunities for over 6,600 athletes with intellectual disabilities. With 95 accredited clubs offering training and competition in 27 different sports, a devoted team of 3,800 volunteers ensures the success of the programs.

Surrey social landlord downgraded by regulator

Problems with repairs, service charges, complaints, damp and mould, contributed to one of Surrey’s largest social housing landlords being downgraded by regulators for failing its tenants.

The Regulator of Social Housing (RSH) found that issues at A2Dominion had “crystalised over a breadth of areas” which “resulted in poor outcomes for its tenants”.

The report, published on Wednesday January 3 said A2Dominion had been working to make improvements but had not yet been able to deliver the changes required. This led to poor quality data, poor reporting, and the board not having effective oversight.

Harold Brown, senior assistant director for investigations and enforcement at RSH, said: “We found significant issues with A2Dominion’s data and its business planning, risk and control framework, leading to a failure by the provider to manage key risks effectively. A2Dominion is working with us to address these issues and we will continue to monitor the provider as it works to return to compliance.”

The group owns and manages more than 38,000 homes across 79 local authority areas in London, the South East and Wiltshire. The majority of its housing stock is for general needs. It also has significant levels of shared ownership housing as well as supported or sheltered accommodation. A2Dominion, as a charitable housing association, must meet certain regulatory standards over how it is run.

Its new board took over in September 2022 and referred itself to RSH following concerns over the quality of some services, as well as its financial position. A2Dominion was then under review for three months while it was investigated for potential non-compliance.

n a letter to stakeholders, CEO Ian Wardle said: “We know that outcomes for some customers have been poor. Earlier this year, we issued an apology to customers who had been adversely affected. While we have made some improvements, work is still underway to fully resolve issues with repairs, service charges, complaints, damp and mould, latent defects and the roles and responsibilities with managing agents. We also know that our services aren’t as responsive as they could be. In some of these areas, we aren’t always delivering the high standards we set ourselves and customers expect.”

The regulator downgraded A2Dominion from G1, which means a provider meets governance requirements, to G3 where there are issues of serious regulatory concern which the provider is working to improve. It’s financial position is unchanged. The new grading does not affect services and it will continue to deliver its day-to-day operations as normal.

Mr Wardle said: “Over the past few months, we’ve been in positive and constructive discussions with the regulator following our self-referrals. We’ve welcomed the opportunity to identify further steps that we can take to make improvements for our customers and the communities we serve. “The regulator has confirmed that it has assurance that we have an adequately funded business plan in the short term, sufficient security in place, and is forecast to continue to meet its financial covenants.

“Since I joined in September 2022, we’ve had a new chair of the board appointed, many new board members, and changes to our management team. All our colleagues are passionate about what we do. However, in far too many instances, colleagues haven’t had the resources and processes to fully deliver outstanding customer service. It is my job to fix this, and we’ve made improvements throughout 2023, with more planned in 2024.

“At the same time historic decisions on development schemes, tougher trading conditions and rising costs have affected our finances, but we will weather the storm. We’ve already made a number of significant improvements in relation to customer complaints and have prioritised our commitment to social housing as the core of our business, including our exit from care services and fine tuning our development strategy so we can focus on getting things right first time for our customers. We also remain financially strong, with an A credit rating from Fitch, £3.6 billion of assets, and over £300 million of undrawn available facilities.

“I look forward to continuing to work closely with the regulator following their decision, and will collaborate on the steps we need to take to return to our previous rating.”

Surrey chief moves on after 6 years

Surrey County Council Chief Executive Joanna Killian is to leave the council in March to take up the role of Chief Executive of the Local Government Association (LGA).

Joanna has been at Surrey for six years and has overseen dramatic transformation of the organisation, in the face of unprecedented challenges.

She will leave Surrey in a robust financial position, and with improved inspection ratings and peer reviews in almost all services.

Tim Oliver, Leader of Surrey County Council, said: Joanna’s approachable and caring nature, coupled with fierce ambition and sharp knowledge has guided this council through difficult change, tough choices, an unstable economic and political climate, as well as the small matter of a global pandemic – all challenges in which this council has come to the fore, and delivered better outcomes for the residents of Surrey.

She has kept us true to our ambition that no one in Surrey should be left behind, and her leadership has had a hugely positive impact on this county as a place, and its people.”

Joanna Killian said: “While I’m hugely excited and honoured to be taking up the Chief Executive role at the Local Government Association, it is with a heavy heart that I’m saying goodbye to Surrey.

Surrey is a wonderful county, full of innovation and ambition, and the County Council reflects that, with a great workforce all dedicated to improving people’s lives.

Local government plays a vital role in communities up and down the UK, making a real difference every single day. It’s a sector I feel very privileged to work in, and I’m glad to be continuing that journey with the LGA, acting as a strong voice for councils with some big challenges ahead.”

Joanna will leave Surrey County Council on March 6th. Succession arrangements will be announced in due course. The Local Government Association (LGA) is the national voice of local government. Surrey braces for doctors’ strike

Hospitals and health services across Surrey are bracing themselves for the longest “and most difficult” strike in NHS history. Junior doctors, who make up about half of the medical workforce,  will walk out for six consecutive days starting Wednesday, January 3, after negotiations broke down following the Government’s offer.

Health chiefs are warning people to expect significant disruption as urgent, emergency, trauma, maternity and critical care are prioritised during the work stoppages over routine and scheduled appointments.

It comes as hospital services are already stretched with the NHS experiencing one of its busiest periods.
In December, Royal Surrey County Hospital issued a plea to only attend in cases of life-threatening situations or serious injury after its accident and emergency department reported its busiest ever day.
Matt Jarratt, chief operating officer at Royal Surrey NHS Foundation Trust said: “Our junior doctors have our full support, whether they choose to participate in industrial action or not. But we know this strike action will put more pressure on frontline services and our staff, who are already working incredibly hard.

“We are again asking members of the public for their support in using services responsibly and appropriately, thereby helping us keep our emergency departments and 999 for those who need them most. We are also asking people to be patient, particularly if services are busier and waits are longer than usual or if outpatient or planned procedures need to be rearranged, as our frontline teams prioritise critical services and work hard to make sure people get the care they need.”

The long-running dispute has meant hospital trusts have developed emergency plans to cover disruption but the timing has made this walkout even more challenging.

Dr Charlotte Canniff, joint chief medical officer for Surrey Heartlands Health and Care Partnership and Surrey GP said: “We have well-rehearsed plans in place to manage these periods of disruption, working together across health and care organisations. However, due to the timing, and with this being the longest period of planned industrial action the NHS has ever seen – taking place over six consecutive days – we expect this to be the most difficult period of action yet.

“During the last period of strike action, just before Christmas, at its peak, on December 21 we saw 497 junior doctors from Surrey Heartlands taking part in planned action. With junior doctors making up around half of all doctors, a reduction of this scale has a significant impact on the services our frontline teams can continue to provide – so we do expect significant disruption to routine appointments and planned procedures as we prioritise urgent, emergency, trauma, maternity and critical care for those who need us most.:”

Dr Rob Laurenson and Dr Vivek Trivedi, are the co-chairs of the British Medical Association’s junior doctors committee. In a joint statement, they said: “It’s incredibly disappointing that we’ve had to call this strike – no doctor ever wants to have to take industrial action. Junior doctors face the brunt of the decade of underinvestment that has undermined the NHS frontline. 

“The record-high waiting list and chronic lack of resource are pushing many talented doctors to the brink; as a profession we are exhausted, disenchanted, and questioning whether we want to stay in the health service at all. Add to this years of pay erosion, and it’s no wonder that morale on the frontline has never been lower.

“Patient safety is our top priority at all times, including during strike action, which is why we not only give trusts adequate notice to arrange appropriate cover, but also have an established process with NHS England, which we have successfully used over the previous eight rounds of strike action, to constantly review staffing levels and act appropriately, including derogating staff back to work when absolutely necessary.

“Of course, these strikes don’t have to happen. We’ve been clear that it is the government that cancelled talks and we would still at this late hour encourage Government to put forward a credible offer so that we can stop this strike and get back to doing what we really want to do – care for patients.”

Junior doctors in England will be taking strike action from 7am on Wednesday January 3 until 7am on Tuesday January 9.

The NHS will prioritise urgent and emergency care as consultants cover for junior doctors, but has said people should continue using urgent medical services as normal.

For minor problems, general practices, community pharmacies, and dentists are not expected to be affected.

Dr Timothy Ho, chief medical officer, Frimley Health NHS Foundation Trust, said: “These strikes come at a time that will cause huge disruption to the NHS, with services already feeling the strain of winter pressure. All health and care partners are working together, and we have drawn up contingency plans but we are concerned as this round of industrial action will see junior doctors on strike for six days. 

“We are working closely with partners to ensure we prioritise urgent and emergency care for patients, but we do need the public to continue to support us and use the right health service to meet their needs.

“Routine appointments may be rescheduled. If you have not been contacted by the Trust, we would advise that you attend your appointment as planned, but please continue to check for updates.”

Epsom and Ewell schools get new CEO

The new chief executive of one of the country’s biggest multi academy trusts has a busy schedule in place as he prepares to visit all 42 schools under his watch during his first term.

Julian Drinkall, the new CEO of GLF Schools, has started 2024 with a pledge to visit all schools within the Trust, located in Oxfordshire, Berkshire, Hampshire, Surrey, West Sussex and the London Boroughs of Wandsworth and Croydon, during the spring term.

GLF’s schools in Surrey are Banstead Infants, Cuddington Croft Primary (Cheam), Danetree Primary (West Ewell), Glyn (Ewell), Rosebery (Epsom), The Beacon (Banstead), The Vale Primary (Epsom), Warren Mead Infants (Banstead), Warren Mead Juniors (Banstead), Cordwalles Juniors (Camberley), Frogmore Juniors (Camberley), Hammond (Lightwater), Lightwater Village, Pine Ridge & Lorraine Federation (Camberley). Mr Drinkall replaced the outgoing and founding CEO Jon Chaloner, who stepped down from his role last month after 11 years of leading the organisation through a period of continued growth. The pair worked together in the weeks leading up to the Christmas break to help the transition before the New Year. [Many will remember Jon Chaloner during his headship of Glyn School in Ewell.]

Mr Drinkall said “GLF Schools is in an enviable position, with many great schools and poised to go from strength-to-strength. I intend to visit all our schools in my first full term. Context is everything in schools and, as with our children, each and every one of them has different needs at different moments in time.

“It is that context and that ambition that I want to learn about, and I am looking forward to getting to know as many of our staff as possible, as well as our students, parents and carers, schools and communities, and hearing about the incredible work that everyone is engaged in and committed to.”

Mr Drinkall has held a variety of education CEO roles and was CEO of the Academies Enterprise Trust (AET), leading its turnaround over a five-year period. He said he was both ‘delighted and proud’ to be starting work for GLF Schools, which provides education to over 17,000 young people aged from two to 19, in a diverse array of settings and employs around 2,500 members of staff.

He added: “I’m looking forward to establishing new dreams and possibilities for our Trust, and I’m committed to finding innovative and supportive ways to make that happen for all our children and young people.”


Peeling away Police Report

At the beginning of December, Surrey Police released the latest report from His Majesty’s
Inspector of Constabulary. This is known as a PEEL assessment, which stands for police
efficiency, effectiveness and legitimacy.

It is disappointing to see the overall deterioration in a number of areas since the last report two
years ago. Surrey Police is no longer Outstanding in any areas, while areas that were assessed as
Good have slipped to Adequate or Requires Improvement.

Residents have frequently told me how unhappy they are about problems trying to contact Surrey Police. ‘Responding to the public’ is now graded as Inadequate in the latest inspection, the lowest
rating possible. First contact is paramount, so I am encouraged that a Chief Superintendent has now been appointed to oversee the contact centre, but this will need to be watched closely to turn
things around.

The PEEL assessment also shows that Surrey Police is failing to record sexual offences effectively; a serious issue for the flagship priority of preventing Violence Against Women and Girls. Furthermore, when victims report antisocial behaviour, the force is failing to record most crime and to tackle ASB effectively. This has led to a rating of Requires Improvement for ‘Recording data about crime’.

The inspection also shows that ‘Building, supporting and protecting the workforce’ now Requires
Improvement in Surrey. Policing is a tough job, with lots of pressure. If the wellbeing of police
officers and staff isn’t looked after it’s no surprise this affects performance. The attrition rate for
new police officers reflects this assessment rating, with 32% leaving in the first two years.

I have met with the new Chief Constable twice and had the opportunity to ask about his plans for
Surrey Police. I have found him to be candid and convincing about the changes that need to
happen. He has appraised the situation as a question of leadership. I believe we need to prioritise
putting residents first and fighting crime. It’s what we pay our taxes for.

I remain less convinced about the repeated underspend in the Surrey Police Group budget and will
continue to raise this with the Police & Crime Commissioner. While I appreciate the desire for
resilient reserves, I do not feel it can be justified to squirrel away £43m into treasury management
while performance deteriorates.The PCC is directly responsible for financial reserves and the
police precept collected from your council tax.

Miracle escape in Ewell for octogenarian

ohn Woods' Car after December 20, 2023, crash

Motorist John Woods, who is lucky to be alive after a pre-Christmas accident, has appealed for public help in tracking down the hit-and-run driver responsible.

John, aged 84, of Tolworth, was driving along the A240 Kingston Road, Ewell, at 10,15am on Wednesday, December 20th, heading to a hospital appointment, when his Ford Focus estate car was side-swiped by a silver-grey vehicle, travelling at speed in the opposite direction, which failed to stop. 

It must have come across the central reservation of the road, which is a dual carriageway at this location. John’s car rolled several times, ending on its side, and he had to be pulled out by passers-by, thankfully suffering only from shock and minor cuts and bruises, which just required a check-up at Kingston Hospital.

The accident happened near the Aldi store in Kingston Road and now he is hoping that it might have been captured on a CCTV camera or someone might have noted the number of the culprit’s car.
John, whose vehicle has had to be written off, is asking anyone who has any information to contact the local Epsom police and quote incident number: SYP20231220-0206.

He said: “I could have been seriously injured or even killed, so it would be good for the driver to be identified before a further accident happens with even more tragic results”.
